Ross Rewards® Program Terms and Conditions

Last Updated: [Sep 15, 2026]

By enrolling in or participating in the Ross Rewards® program (“Ross Rewards” or the “Program”), you (“you” or “Member”) agree to be bound by these Terms and Conditions (“Terms”), which constitute a binding agreement between you and Ross Stores, Inc. (“Ross,” “we,” “us,” or “our”). THESE TERMS INCLUDE A MANDATORY ARBITRATION AGREEMENT, A CLASS ACTION WAIVER, AND A JURY TRIAL WAIVER, ALL AS DESCRIBED BELOW, THAT REQUIRE THE USE OF ARBITRATION ON AN INDIVIDUAL, NON-AGGREGATED BASIS TO RESOLVE SPECIFIC DISPUTES, RATHER THAN JURY TRIALS OR ANY OTHER COURT PROCEEDINGS, OR CLASS ACTIONS OF ANY KIND. Participation in the Program constitutes your acceptance of these Terms and any modifications that may be made from time to time.

Program Overview

Ross Rewards is a free customer loyalty program offered by Ross that allows eligible Program members to earn points on qualifying purchases and redeem rewards at participating Ross Dress for Less® stores in the United States. These Terms govern your participation in the Program and supersede all prior versions of the Ross Rewards terms and conditions. To the extent these Terms conflict with any other Ross terms applicable to your use of Ross websites or stores, these Terms will control with respect to the Program.

Membership Eligibility

Membership in Ross Rewards is available only to individual legal residents of the United States, the District of Columbia, and U.S. territories who are at least eighteen (18) years of age. Membership is free, requires no purchase, is limited to one account per individual, and is void where prohibited by law. Businesses, associations, and groups are not eligible to participate unless expressly authorized by Ross in writing. Purchases made for commercial purposes, business use, or resale are not eligible to earn rewards or other Program benefits. Ross reserves the right to determine, in its sole discretion, whether purchases or account activity are commercial in nature and to withhold, adjust, or cancel rewards and/or terminate accounts that violate these Terms.

Membership is not transferable and may only be used by an individual Program member for such Program member’s personal benefit. Ross may request proper identification with regard to Program transactions. Other exclusions may apply.

Enrollment

You may enroll in Ross Rewards by enrolling at checkout at a participating Ross Dress for Less® store or by enrolling online through the Ross Rewards enrollment page, as made available by Ross. To enroll, you must provide a valid email address and U.S. mobile phone number associated with you, and you agree to provide accurate, complete, and current information. Ross reserves the right to refuse, suspend, cancel, or revoke Program membership at any time for any reason, including where enrollment information is inaccurate or incomplete.

Enrolling in the Ross Rewards program is separate from applying for the Ross credit card. You do not need a credit card to join, and applying for or being approved for one does not automatically enroll you in the rewards program.

Member Acceptance and Responsibility

By enrolling in or participating in the Program, you acknowledge that you have read, understand, and agree to be bound by these Terms, including the mandatory individual arbitration provisions. You are responsible for remaining informed about the Program, including any updates to these Terms. Ross reserves the right to disqualify any member who violates these Terms or engages in abuse, misuse, or fraudulent activity in connection with the Program.

Account Management

You are responsible for all activity associated with your Ross Rewards account. Certain account information, including your email address and phone number, cannot be changed once provided at the time of enrollment. Program members may add or edit other profile information, including but not limited to mailing address, through their online account. You are responsible for maintaining accurate and updated personal information with Ross. Ross is not responsible for benefits, rewards, or communications sent to outdated or incorrect contact information. Ross is not responsible for any benefits or rewards that are not received as a result of loss or if you don’t maintain accurate personal information with us, and any such rewards or benefits will not be reissued. Ross may close a Ross Rewards account that remains inactive for a period determined by Ross in its sole discretion, and upon closure, all unused points and rewards will be forfeited and cannot be reinstated.

Program Communications

By enrolling in Ross Rewards, you consent to receive Program related and marketing communications from Ross, including emails and text messages regarding Program benefits, rewards, and promotions. You may opt out of marketing emails at any time; however, you will continue to receive transactional or administrative communications related to your Program membership, such as reward issuance, expiration notices, and account updates, unless you cancel your Program membership. A valid email address and phone number is required to receive Program benefits.

If you sign up for text alerts, you may receive text messages from us, including Program related and marketing communications from Ross, and agree to the text message terms and conditions at https://www.rossstores.com/sms-terms-and-conditions/. Message frequency may vary, and message and data rates may apply. You can opt out of text messages by replying “STOP” at any time. After opting out, we will send you a text to confirm you have unsubscribed. You may continue to receive transactional messages after you opt out, but you will not receive additional marketing messages. You may also respond to a text message with “HELP” to contact our Customer Support. We do not sell or share your mobile phone number or any information we collect via text messages with unaffiliated third parties for their own purposes without your express consent.

Earning Points

Program members earn points on qualifying purchases made at participating Ross Dress for Less® stores when the Ross Rewards account is properly identified at checkout (“Member Tied Transactions”). Points are earned at the rate of two (2) points for every one dollar ($1.00) spent on Member Tied Transactions, calculated on the net purchase amount before tax, after discounts are applied. For purposes of calculating points, the net purchase amount is multiplied by two then rounded down to the nearest whole dollar. For example, a net purchase amount of $12.88 will be multiplied by two and rounded down to twenty-five (25) points earned. Points are not earned on purchases of non-merchandise items, gift cards, purchases made with store credit or with a Ross credit card, taxes, or charitable donations. Points are earned on purchases paid for with gift cards. Unless otherwise specified by Ross in a promotional offer, there is no annual or per transaction rewards earning cap.

Customers do not earn Ross Rewards program points on spend made with a Ross credit card. If a cardholder uses their Ross credit card and applies their Ross Rewards membership to the transaction, they will not earn Ross Rewards points on the portion of the purchase charged to the Ross credit card. Instead, Ross credit card spend earns rewards at a rate of 5% back in rewards. The Ross Rewards program offers the equivalent of 2% back in rewards (2 points per dollar) on eligible purchases. In a split tender transaction, any eligible portion of the purchase not paid for with the Ross credit card may still earn Ross Rewards points.

For full Rewards Terms and Conditions, please see comenity.net/rosscreditcard/termsandconditions or comenity.net/rossmastercard/termsandconditions.

Ross Credit Card Program

Ross Rewards is separate and independent from any Ross Credit Card or Ross Mastercard® Credit Card rewards program. Credit card benefits, earning structures, and rewards are governed solely by the applicable credit card terms and issuer agreements. Points and rewards earned through Ross Rewards cannot be combined, transferred, or exchanged with credit card rewards, and participation in one program does not affect participation in the other.

Identification at Checkout

To earn points or redeem rewards, Program members must identify themselves at checkout by entering or providing the phone number associated with their Ross Rewards account. Rewards may only be redeemed on a transaction tied to a valid Program membership.

Points Issuance and Expiration

Points earned from a qualifying transaction are reflected in a Program member’s Ross Rewards account usually within 24 hours, and estimated points earned may be reflected on the receipt at the time of purchase. Points expire after twelve (12) consecutive months of account inactivity unless otherwise specified by Ross. Point expiration is extended after each purchase associated with the member’s account and will expire twelve (12) months after the member’s most recent account-associated purchase. Points have no cash value, are promotional in nature, are not property, and may not be transferred, sold, gifted, inherited, or assigned. You agree that the Program and any benefits related thereto do not create any property rights whatsoever in favor of the Program member.

Points Conversion and Rewards Issuance

Points are automatically converted into Ross Rewards certificates on a recurring basis, subject to timing as determined by Ross. Ross Rewards are issued based on the points balance in a member’s account as of the member’s monthly statement cycle date. Points are converted into Ross Rewards once per month on the anniversary of the member’s enrollment date. For example, if a member enrolls on the 1st of the month, the member will receive a monthly statement on the 1st of each subsequent month. If a member’s enrollment date falls on the 28th, 29th, 30th, or 31st of the month, the member’s monthly statement date will be the 28th of each month.

By way of example, two hundred (200) points may be converted into a two dollar ($2.00) reward. Rewards are issued in two dollar increments up to a maximum reward value determined by Ross from time to time, and any excess points remain in the member’s account. Rewards are delivered electronically, including by email, and are also available through the member’s online account.

Rewards Redemption

Ross Rewards certificates expire sixty (60) days from the date of issuance unless otherwise stated. No minimum purchase is required to redeem a reward. Rewards are prorated and applied at the line-item level as a discount rather than a form of tender. If the eligible transaction amount is less than the reward value, any unused portion of the reward is forfeited. Rewards may not be redeemed toward the purchase of gift cards or charitable donations. Ross may impose a maximum reward redemption value per transaction, as determined by Ross from time to time.

Returns and Adjustments

All merchandise returns must comply with Ross Dress for Less® return policies. If an item associated with a Ross Rewards account is returned, any points earned from the original purchase will be deducted from the Program member’s account. If a purchase was made using a reward, the value of the reward applied to the returned merchandise will be refunded to the Program member in the form of points, not a reissued reward. Ross’s transaction records and account balances are deemed accurate and final unless a dispute is raised with Ross Customer Service within thirty (30) days of the applicable transaction.

Birthday and Promotional Offers

Ross may, from time to time, offer birthday bonuses, bonus points, or other promotional rewards. Each promotional offer will specify its eligibility requirements, earning criteria, redemption restrictions, and expiration terms. Promotional rewards are nontransferable, may have shorter validity periods than standard rewards, and are subject to additional conditions. Ross reserves the right to modify, suspend, or discontinue any promotional offer at any time without notice. Program members are only eligible for birthday offer if they (1) have their birth date on file with their Ross Rewards account via web enrollment or adding such information on their online account, and (2) have at least one Member Tied Transaction.

Fraud, Abuse, and Misuse

Ross reserves the right, in its sole discretion, to suspend or terminate Program participation, revoke points or rewards, or take any other appropriate action if Ross determines that a Program member has engaged in fraud, abuse, misuse, or attempted circumvention of Program rules and these Terms, including providing false information or exploiting system errors.

Program Changes and Termination

These Terms shall be interpreted and applied to give Ross maximum control of the administration of the Program. All decisions by Ross are final and binding.

Ross reserves the right to modify, limit, suspend, or terminate the Program or these Terms at any time, with or without notice, subject to applicable law. Changes take effect upon posting, and continued participation in the Program constitutes acceptance of such changes. You agree that such posting constitutes valid and effective notification method and no further notice methods are required. If you disagree with any changes, your sole remedy is to cancel your membership. Upon termination of membership or the Program, all unused points and rewards will be forfeited.

Membership Cancellation

To cancel your membership, please contact our Customer Service department by visiting https://www.rossstores.com/contact-us/. Please note that all benefits and offers shall be forfeited at such times. It may take up to 14 business days before you stop receiving Program communications; however, you are not eligible to redeem any offers you receive after your membership is cancelled. In the event you receive any Program benefits after you cancel your membership, such Program benefits are subject to these Terms. Terms and conditions of these Terms that by their nature survive the termination of your membership, shall survive in perpetuity.

Privacy

Governing Law

EXCEPT FOR DISPUTES THAT QUALIFY FOR SMALL CLAIMS COURT OR DETAILED BELOW AS EXCEPTIONS TO AGREEMENT TO ARBITRATE, ALL DISPUTES ARISING OUT OF OR RELATED TO THESE TERMS, WHETHER BASED IN CONTRACT, TORT, STATUTE, FRAUD, MISREPRESENTATION OR ANY OTHER LEGAL THEORY, WILL BE RESOLVED THROUGH FINAL AND BINDING ARBITRATION BEFORE A NEUTRAL ARBITRATOR INSTEAD OF IN A COURT BY A JUDGE OR JURY, AND YOU AGREE THAT ROSS AND YOU ARE EACH WAIVING THE RIGHT TO TRIAL BY A JURY.

YOU AGREE THAT ANY ARBITRATION UNDER THESE TERMS WILL TAKE PLACE ON AN INDIVIDUAL, NON-AGGREGATED BASIS. CLASS ARBITRATIONS, CLASS ACTIONS, REPRESENTATIVE AND PRIVATE ATTORNEY GENERAL PROCEEDINGS ARE NOT PERMITTED, AND YOU ARE AGREEING TO GIVE UP THE ABILITY TO PARTICIPATE IN SUCH ACTIONS OR PROCEEDINGS. UNLESS YOU AND ROSS AGREE OTHERWISE, THE ARBITRATOR MAY NOT CONSOLIDATE OR JOIN MORE THAN ONE PERSON OR ENTITY’S CLAIMS AND MAY NOT OTHERWISE PRESIDE OVER ANY FORM OF REPRESENTATIVE, CLASS OF PRIVATE ATTORNEY GENERAL PROCEEDING. THIS ARBITRATION PROVISION SURVIVES TERMINATION OF YOUR PARTICIPATION IN THE PROGRAM.

Before you or Ross may initiate an arbitration proceeding, you and Ross agree to engage in a good faith effort to resolve the dispute informally for up to 60 days, unless that time is extended by agreement. If you intend to initiate an arbitration proceeding, you must first send a notice of your dispute (the “Notice”) to Ross at 5130 Hacienda Dr, Dublin, CA 94568 and [email protected]. The Notice must include your name and contact information, information sufficient for Ross to identify the transaction at issue, and a description of the nature and basis of the claim (including the facts you rely on) and the specific relief sought. You must personally sign the Notice either by hand or by Docusign eSignature or an equivalent electronic signature that requires authentication of your identity. If you are represented by an attorney, (i) your attorney must also sign the Notice, and (ii) the Notice must specifically authorize Ross to release to your attorney your personal information (if any) related to your claim. If Ross intends to seek arbitration, Ross will send a Notice to the contact information we have on file. As part of this informal dispute resolution process, either you or Ross can request a telephone conference to discuss the potential resolution of the dispute, and you agree (along with your counsel, if you are represented) to personally participate in the conference. If the dispute is not resolved within 60 days of receipt of the Notice (or any longer period agreed to by you and Ross) either party may initiate arbitration proceedings (this informal process is a condition precedent to doing so). The statute of limitations shall be tolled for the duration of this informal process.

The arbitration will be administered by the American Arbitration Association (“AAA”) under its Consumer Arbitration Rules, as amended by these Terms. If the arbitration is filed in conjunction with any other individual action or actions that, in the aggregate, satisfy the AAA definition of a “Mass Arbitration” under Procedure MA-1 of the AAA Mass Arbitration Supplementary Rules, the AAA Mass Arbitration Supplementary Rules will also apply, as amended by these Terms. The current AAA Consumer Arbitration Rules and Mass Arbitration Supplementary Rules are available on the AAA website at www.adr.org.

The arbitrator will conduct hearings, if any, by teleconference or videoconference, rather than by in-person appearances, unless the arbitrator determines upon request by you or by Ross that an in-person hearing is appropriate. Any in-person appearances will be held at a location that is reasonably convenient to both parties with due consideration of their ability to travel and other pertinent circumstances. If the parties are unable to agree on a location, such determination should be made by the AAA or by the arbitrator.

The arbitrator’s decision will abide by these Terms and will be final and binding. The arbitrator will have authority to award temporary, interim or permanent injunctive relief or relief providing for specific performance of these Terms, but only to the extent necessary to provide relief warranted by the individual claim before the arbitrator. The arbitrator may not issue a “public injunction” and does not have the power to vary the provisions waiving class actions or other mass or representative actions. If, after exhaustion of all appeals, any of these prohibitions on non-individualized relief; class, representative, and private attorney general claims; or consolidation is found to be unenforceable with respect to a particular claim or with respect to a particular request for relief (such as a request for injunctive relief), then the parties agree that such a claim or request for relief shall be decided by a court after all other claims and requests for relief are arbitrated.

The award rendered by the arbitrator may be confirmed and enforced in any court having jurisdiction thereof. Notwithstanding any of the foregoing, nothing in these Terms will preclude you from bringing issues to the attention of federal, state or local agencies and, if the law allows, they can seek relief against Ross for you.

Disputes relating to the scope, enforceability or interpretation of this arbitration provision or any portion of this provision, or whether a dispute can or must be brought in arbitration, are for the court to decide. Either you or Ross may assert claims, if they qualify, only in the courts of San Francisco, California, the federal courts for the United States for the Northern District of California, or any United States county where you live or work. Either party may bring a lawsuit solely for injunctive relief to stop unauthorized use or abuse of the Program, or infringement of intellectual property rights (for example, trademark, trade secret, copyright or patent rights) without first engaging in arbitration or informal dispute-resolution process described above.

Governing Law

These Terms are governed by and construed in accordance with the laws of the United States (including federal arbitration law) and the State of California, without regard to its principles of conflicts of law, and regardless of your location

No Warranty

ROSS AND ITS AFFILIATES, AND THEIR RESPECTIVE OFFICERS, DIRECTORS, EMPLOYEES AND AGENTS MAKE NO WARRANTY, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO ANY WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE WITH RESPECT TO THE PROGRAM OR ANY PRODUCTS OR SERVICES RELATED THERETO AND EXPRESSLY DISCLAIMS ANY SUCH WARRANTIES.

Release of Liability

YOU HEREBY RELEASE, TO THE FULLEST EXTENT PERMITTED BY LAW, ROSS AND ITS AFFILIATES AND THEIR RESPECTIVE OFFICERS, DIRECTORS, EMPLOYEES AND AGENTS FROM AND AGAINST ANY AND ALL LIABILITY (KNOWN OR UNKNOWN) ARISING FROM OR RELATING TO THE PROGRAM, YOUR MEMBERSHIP IN THE PROGRAM OR THESE TERMS.

Miscellaneous

Ross reserves the right to change or modify the Program, Program benefits or these Terms from time to time in its sole discretion and without any further obligation to our Members. Updates shall be effective on the date they are posted, and you agree that such posting constitutes valid and effective notification method and no further notice methods are required, continued use of the Program after such date constitutes acceptance of all such changes. We may also, as a courtesy only, send updates via-email or notify you that there are updates the next time you make a purchase participating Ross Dress for Less® store; doing so does not create any obligation on our part to do so again in the future. If you disagree with any changes, your sole remedy is to cancel your membership in the Program. Ross may terminate this Program or limit participation, each in whole, or in part, in our sole discretion, at any time without notice.

Program membership rules are void where and to the extent prohibited by law.

If any provision of these Terms is found to be invalid or unenforceable, the remaining provisions remain in full force and effect. Headings are for convenience only and do not affect interpretation. These Terms constitute the entire agreement between you and Ross relating to the Program.
